Website: Make the home page quick download link larger and more visible #341

On large screens, the home page quick download link now encompasses the logo immediately above it, making the click target much larger. In addition, the quick download link now mimics the nav links at the top of the stage in hover/focus/active highlight behavior.

On all screens, the quick download link now appears underlined, and the spacing has been subtly adjusted.
