Create third_party directory and add yapps to it #14

Is the yappsrt file in this directory the same as this one? https://github.com/nicksay/spitfire/blob/master/yappsrt.py

If so we should remove the one in the base directory and depend on the one in third_party.

The yappsrt in this directory is the original, and the one in the base directory is our modified copy. I will move the base directory one here in a second change.
