"Locking" the function name on the top row #60

When I am inside a long function, it'll be nice to "lock" its name on the first 
line. Scrolling inside the 
function keeps the name of the function on top. I get this functionality with 
Semantic and Javascript 
mode, but it doesn't work with js2-mode with semantic on.

info-mode does this for its "Next/Prev/Top" navigation bar. Might be a good 
place to
start.

The type in this issue should be set to enhancement. I am looking into adding 
this,
sounds like an awesome feature idea. Not sure that it will make it into an 
official
release though.
