Will not install on Windows 2000

What steps will reproduce the problem?
1. evtsys -i -h mylogserver
2.
3.

What is the expected output? What do you see instead? Got an error message that 
C:\winnt\evtsys.exe is not a valid Win32 application

What version of the product are you using? On what operating system?
 4.4.3  On Windows 2000

Please provide any additional information below.

I've just tried to install on a server with windows 2000 Service Pack 4 with 
the command:
C:\WINNT\system32>evtsys.exe -i -h xx.xxx.xxx.xxx -l 0 -p 514 -q 0
Access is denied.

A dialog popped out with the message: C:\WINNT\system32\evtsys.exe is not a 
valid Win32 application.

It seems that the problem is the absence of WEVTAPI.DLL on windows 2000.
Seems that /DELAYLOAD is not sufficient.
