No request capabilities after a file transfer failed by MSRP error #147

What steps will reproduce the problem?
1. A sends file to B
2. During transfer, A removes battery
3. After a timeout, B can see MSRP error

What is the expected output? 
B must do a new request capabilities to A

What do you see instead?
no request capabilities
