Missing HTTPs provisioning after device restart #260

HTTPs provisioning procedure (if activated) must be started each time the 
device boot.

See standard R5.1
2.3.3.2 HTTP(S) based client configuration
"It should also be noted that this mechanism also contributes to reducing the 
complexity of associated with the auto-detection mechanism as the device will 
proactively request an update of the configuration settings each time the 
device is rebooted"
