arm build in CI, or use babashka #217

The latest arm build was built manually.

Background

GitHub action currently doesn't support arm macOS.
Current workflow is using old GraalVM native-image, binary size will increase if we migrate to new version.

What to do

[ ] rewrite and run with babashka, there's already a version at bb branch, might be outdated.
[ ] fix above issue, find a free for open-source ci that supports arm mac and upgrade to new version of native-image

Thoughts

The babashka solution is more feasible, and we get fswatcher (replace watchexec) and clj-kondo (replace joker) through babaska pods

The watchexec popup cannot be suppressed.
