The README states:

For more informations refer to the user guide, included with the assets.

The user guide contains no information about running this modification though.

It needs to be compiled first. IICR there's a make file.

Yes it needs to be compiled. The general setup is the same as for other addons / mods, see the instructions for xatrix and rogue: https://github.com/yquake2/xatrix
