Acknowledgemnt to Platform Orchestrator when upgrades on subnet are done #390

Motivation

Right now the upgrades statuses are reported on subnet level we need to push the updates for the upgrade back to the platform orchestrator so that we get status of upgrade at platform orchestrator level.
