update controller of available canister if it was alloted wrongly

Some of the available canisters (installed with individual user wasm) had some wrong controller set due to using backup canisters for sns tokens.

added new function in individual user wasm to set controller as subnet orchestrator again
check controller before upgrading the individual canisters
