Increase duration shown for Mute Icon on feed

We recently experimented with reducing the time shown for mute icon on video feed since - (A) it flashes incessantly and hampers the viewing experience (B) most viewers tend to scroll social media on mute

Qualitative feedback - unable to understand that the videos are on mute

What we want to do -

1. As an immediate step, we want to increase the duration for which this icon is shown. Since this is on top of videos, even if users scrolls to next videos, the icon should still be displayed.
2. Why not rollback - PR also had changes about saving the state of volume preferences, would still like that bug to be fixed. Additionally, getting designs made where we can Indicate the state of mute/unmute upfront like Instagram reels without hampering viewing experience - we would lower the duration of this animation again once we have the design.
