Provide client capabilities #40

A new client side plug-in is supposed to provide it's capabilities and optional 
services.
A capability for instance could be if it supports zip compression or which 
version of the IETF draft.
A service could be for instance providing any computational power to the 
websocket network or any RRPC functions.
