enable black linting #246

What does this PR do?

This PR enables the black linter on this repository, and adds it to Github Actions.

Why do we need this?

This makes code more readable and reviewable.
This reduces code collisions caused by different editors with different styles.

How was this tested?

I am still not sure how to test changes to this repository.

@ysde let me know when you get a chance to look at this. I have a few other testing-related changes I want to introduce, but they become a pain to rebase depending on if you want them formatted this way or not.
