DOC: docs builds are currently broken #233

I think what's happening is that readthedocs now installs the latest version of Sphinx (currently v7.1.2) by default, while on a previously successful run we had v1.8.6 (!!!). I'll try to pin Sphinx to the latest working version for now, but long term we need to get compatible with modern versions.
