DOC: pin doc requirements #235

trying to fix #233 I expect a couple iterations might be needed

Alright, after a couple (dozen) iterations I've pushed every dependency to the newest possible version that doesn't break. Effectively this means everything is up to date except Sphinx itself (bumping from 4.5 to 5.0 breaks the build), which can be adressed in a follow up PR.
