Update oldest Python version tested to Py3.10, newest is 3.13 [note: this isn't strictly enforced yet].
Switch from nose to pynose (waiting for #238 or similar to be merged in).

The tests fail because of MPI not initializing properly, but I don't understand how that was even supposed to work in the first place...
