Travel Desk: Travel Desk form Close blows away permissions. #110

Describe the bug Require State: Approved Travel Authorization and Submitted travel request

To Reproduce Steps to reproduce the behavior:

  1. Go to 'https://travel-auth-dev.ynet.gov.yk.ca/travel-desk'
  2. Select a request
  3. click on "close" bottom right
  4. Lose requests and application resets including permissions

Expected behavior The close button should just close the pop-up window and return the user to the travel desk grid screen.
