Print to excel on preapproved allow submitted to be selected #116

Describe the bug On the preapproved grid (https://travel-auth-dev.ynet.gov.yk.ca/preapproved) allow the selection of "submitted" to export to excel document

To Reproduce Steps to reproduce the behavior:

  1. Go to '(https://travel-auth-dev.ynet.gov.yk.ca/preapproved)'
  2. Try Click on a submitted preapproved travel record
  3. Inability to select means the export to excel doesn't work

Expected behavior DISCUSSION ON BEST WAY TO ACHIEVE THIS REQUIRED. Maybe open up for any to be selected and highlight the excel button only when a type of submitted has been included. The submit button doesn't appear until the submitted select has been deselected.
