Remove DB entries for 2008 events #21

The DB currently contains a large number of 2008 events accidently ingested early on when the subscriber picked up all data coming from ARTEMiS instead of the most recent.

The events make the DB displays harder to interpret and are a nuisance.

I developed a DB management command based around Yianni's proposed search-and-delete commands and ran it over the operational DB. The events are now removed.
