New observation requests not being recorded in DB #6

Querying the DB for a list of observations of a given field should return a list of requests consistent with that in the lco.global/observe system. Currently the returned list includes only test observations from the ROMEREA DB although observations are still active in the LCO scheduler.

Turns out to be a non-issue, and observation requests are being recorded just fine.
