Update travis.yml to run with python 3.9 #25

Case

Python 3.9 was released so we should test if the bot works with it

Observations

Removing "-dev" python versions

Tests fail as 3.9 isn't ready for travis. We may want to retry next week

Apparently Travis does not offer python3.9 without the DEV, so we will keep it that way for now :(
