Regression after June 7th +29 CWL conformance tests fail

On June 7th we ran the CWL conformance tests against https://github.com/IBMSpectrumComputing/cwlexec/commit/4ea1396292b330c7010e068cb4314aedd50e3f9f and there were 20 failures (same as before)

Today we ran the CWL conformance tests against the latest code https://github.com/IBMSpectrumComputing/cwlexec/commit/023b1b5b75601952d8d448615124451cdb696543 and there are 48 failures (28 more)
