animation is not moving smoothly for 20fps #61

using: Flash CS3, AS2.0, winxp,tweener_1_31_74_as2.zip

it should be moving smoothly just like in your bezierMaker_as2_flash8 demo
whose fps is 60.（the fps of my .fla file is 20fps）.And i couldn't find
any way to set the fps of the tweener instance.
Is it a bug?
Or maybe you can tell me the other way to overcome this,thank you.
