Can you add a license page for this repo?

Maybe also indicate the associated yugabyte docker image is under same license terms, or indicate how to get to the license terms for that image.

  1. Could we please add the standard Apache v2 license file to this repo
  2. Not sure how docker image licensing goes, but that should have the same license as well.
