as mentioned in https://tracker.moodle.org/browse/CONTRIB-9281 this does not seem to be a valid accessrule plugin or a complete plugin ready for release in the plugins db. Hard-coded use of english language is not allowed for plugins. Take a closer look at the quizaccess plugin api and implement this properly as a quizaccess rule before resubmitting or consider turning this into a different plugin type if you do not intend to make this a proper quiz access rule.
