fix the bumper has not triggered sometimes #68

the value of relative_contact_angle might be not between -M_PI/2 and M_PI/2, moreover, out of -M_PI or M_PI. This might cause the bumper topic has not published. so it should be regular to -M_PI/2 and M_PI/2
