Whenever author or developer will like to create a new build (release) and publish it in eg. Google Play, it should of course include latest language translate for UI. But before that, on crowdin or by other means, that developer should give a shout for translators, that eg. "In 1 day there will be new version release, please add missing translations."
This will allow translators to add missing translations, and release app with 100% translations (if possible). In this eg. 1 day, developer or author would cease from adding new text for translation - something like freeze on changes.
