This also happens to Spanish (Latin america) subtitles on newer releases. I had to roll back to 16.70 to have the option scroll and find the correct subtitle as shown here.
The default subtitles don't show up on version 17.98 as shown here.
How exactly do I downgrade. Can you give instructions?
Usually when rolling back you have to uninstall the app first, then install the old apk file. You can download here.
Make sure not to update to the newer version, once prompted to.
I checked to see if the subtitles showed up on the video you linked and it does, you just have to scroll through a bunch of auto generated subtitles.

Hmm, for some reason the watch history does not work for me on 16.70. Does it work for you?
Watch history doesn't show up for me, this release had a couple annoying bugs, apparently. If u want to check the other future releases and see if they patched it, let me know if you find a more stable one. I don't use this release as my daily driver, I use the recent beta version and swap to this one when I want to view hidden subtitles.
Subtitles which are tagged as English (United Kingdom) are not shown in the subtitle selection menu. For example, this video has multiple subtitle tracks including one tagged as English (United Kingdom), it is possible to select from those various subtitle tracks except the British English one.
