VPC 里创建的主备机无法访问其它虚拟机 #10904

What happened:

同一个 VPC 子网里面创建一台主备机，一台普通虚拟机。相互之间网络无法访问。

Environment:

OS (e.g: cat /etc/os-release):
Kernel (e.g. uname -a):
Version (e.g. kubectl get oc -n onecloud -o yaml | grep -C 3 version): v3.6.10
