【v3.7】3节点高可用部署云管平台（数据库在其他服务器上），minio只有两个是running时导入镜像不应该成功 #10992

What happened:

3节点高可用部署云管平台（数据库在其他服务器上）；
mino pod中有两个所在的服务器关机；
云管平台上传镜像不应该成功。

Environment:

OS (e.g: cat /etc/os-release):
Kernel (e.g. uname -a):
Version (e.g. kubectl get oc -n onecloud -o yaml | grep -C 3 version):
数据库节点：10.127.90.207 root 123@openmag

VIP: 10.127.90.110

高可用节点-firstnode：10.127.90.212 root 123@openmag

高可用节点：10.127.90.210 root 123@openmag

高可用节点：10.127.90.213 root 123@openmag
