Flexible buffer for observing jurors #49

Possibility to add an additional row for adding more observing jurors. We might have more observng jurors than 2 per room.

The buffer should be computed for each round so that all inexperienced jurors that are first available in that round can be scheduled. I hope it shouldn't be then necessary to add a possibility to increase the buffer size manually.
