Questions regarding Sons of Hodir shoulder enchants.

Are the Sons of Hodir shoulder enchant available in game (reflecting patch 3.0.2 behavior)?
Are the Sons of Hodir shoulder enchants "bind on account" (reflecting patch 3.3.0 behavior)?

the exalted enchants are bind on account on beta currently. We do not know if itemization on beta reflects what will go into effect on launch
