Can Blizzard proc clearcasting? #17

On Beta, it appears that each tick of Blizzard is capable of proccing ClearCasting. Continuing the channel of Blizzard does not consume ClearCasting

Blizzard cast at 33s, clearcasting procced at 37s

Clearcasting is not consumed during blizzard ticks - it remains for the entire duration until the next cast. It is unclear how Arcane Potency interacts during ClearCasting while finishing the Blizzard cast at this time. It is unclear how Arcane Potency interacts with the next Blizzard cast with ClearCasting at this time.

Gaining ClearCasting seems to be independent of the number of mobs - it appears to be a flat 10% ClearCasting proc rate per tick. Blizzard does need to hit a target in order to proc ClearCasting
