In WotLK it is believed that you can switch between gnomish and goblin engineering by paying a fee rather than dropping and releveling engineering. This is especially handy because goblin engineering is needed to drop sappers. Can we learn...

Who are the NPC's that offer this switch?
How much does it cost?
Does the price go up if you respec multiple times?

Confirmed that you can switch. 150g per switch at level 70 - this may change at level 80
