Does 2p T3 work properly in WotLK? #32

We would expect that 2p T3 would reduce the cooldown of Evocation by 1m in all specs, even when talented. This would mean for fire/frost evocation is a 3 minute cd when 2p T3 is equipped, and a 1 minute cd when 2p T3 is equipped talented as arcane.
