What abilities activate Torment the Weak on boss type mobs?

What spell effects activate TTW?

• Thunderclap?
• Frostfire Bolt?
• Judgement of the Just?
• Infected Wounds?
• Frost Fever?
• Deathfrost?

The expectation is that any slow will work to activate TTW, and when some mobs can't be slowed the attack speed reduction counts as the "slow".
