Blizzard and Clearcasting do not interact properly with mana regeneration and the 5 second rule. #41

1. Current Behavior

1.1. Description

When clearcasting procs, mana regen starts in-combat when no mana-regen talents and mage armor is not enabled. Additionally, consuming clearcasting to cast a "free" blizzard stops mana regen again, when you should be taken out of the 5 second rule.

1.2. How to Reproduce

       1. Spec 10 points into arcane (2/2 Arcane Subtlety, 3/3 Arcane Focus, 5/5 Arcane Concentration)
       2. Cast Blizzard, until you get a clearcasting proc, observe mana
       3. Cast Blizzard again, observing mana.

2. Expected Behavior

2.1. Description

Clearcasting proc should not cause mana regeneration to restart. Consuming the clearcasting proc should allow you to go beyond the 5sr for mana regeneration to resume.

2.2 Source Material

This is reminiscent of the T2.5 bug from Classic
