Does Arcane Potency work with AoE spells like Blizzard?

When Presence of Mind is cast, Arcane Potency reads as though it should work on any spell:

Is this true, given patch notes such as:

Naked mage, casting blizzard on 5 targets with no PoM/Arcane Potency:

Same naked mage, casting blizzard on 5 targets after casting PoM:

It appears as though Arcane Potency works with Blizzard. PoM was not consumed, however, the "Arcane Potency" buff was consumed.
