What's the internal cooldown and spellpower value of cloak enchants? #5

Need clarity on cloak enchants, as data from previous patches and private servers are conflicting.

What is the actual spellpower provided?
What is the internal cooldown?
Can cloak enchants be procced off of ticks of channeled spells?

Note:

Nicz is a tailor in-game currently collecting mats to test this (pvp beta server, ally)

Cannot test cloak enchants until we have professions enabled on the beta. From the trainer, the tooltip indicates the higher spellpower value will be live:
