What determines water elemental hit? Is it currently equipped gear, does it snapshot, or does it not scale with hit?

Testing "Does Ele Scale with Character Hit"

Preparation:

Ensure Advanced Combat Logging is enabled
Remove all gear and equipment from your character.

Test Steps

Run the command "/combatlog"
Summon Water Elemental
Command Water Elemental to attack target dummy
Wait for approx 100 water bolts to cast
Equip gear to reach hit cap
Command Water Elemental to attack target dummy
Wait for approx 100 water bolts to cast
Unsummon Water Elemental
Resummon Water Elemental
Command Water Elemental to attack target dummy
Wait for approx 100 water bolts to cast
Run the command "/combatlog"
Upload log to Warcraftlogs and note date/time + test in log title

Water Elemental does not appear to scale with character hit, crit or haste in PVE content, though haste is currently bugged in the WotLK beta.
