Pause_resume recording on windows #36

What steps will reproduce the problem?
1. Start Ardesia on windows
2. Push record Button
3. Push Pause Button
4. Push Record Button

What is the expected output? What do you see instead?
I expect to pause and resume the recording as Linux but the program restart to 
record a new stream.

Might be used something to suspend and restore the vlc process in Windows.
In order to fix this must be changed the file desktop/scripts/screencast.bat
in the section pause and resume.
In order to suspend or restore process a little gpl program similar to pssuspend
