Error when upgrade file contains zero upgrades #127

It may be a valid use case to have an upgrade file without any upgrades in it. 
This may temporarily be the case when the build process is set up.

Solution: a database with version "" should always be recognized as long as 
there are no upgrades defined in the upgrade file.
