[Enhancement] Send orientation updates when spectating #801

AFK script which is widely used watches for events such as chat messages and orientation updates to determine if a player is AFK. If you happen to be silently spectating it will just assume you're AFK and kick you which is annoying. Remedy for this is to send orientation updates(only on change) even in spectator mode.

piqueserver's AFK script could also be updated to not kick spectating players, I think

@feikname it could, but kicking idle spectators is also desirable.
