Add the code for the pre- and post-process programs into the project #15

Put the codes under the $SOURCE_DIR/tools directory. Create a single
Makefile to build the tools.
The tools are:
cfgmaker
sfgridgen
trjparser
histogramtube
msd
convertmakefile

The files were added. 
The Makefile.win was created manually for building the tools on Windows system.
The convertmakefile tool can successfully convert the Makefile.win to Makefile, 
which
can be used on Linux system.
