Update NETCDF 4 to version 4.3.3.1 #21

Hi yyr. This commit will fix my issue

But this still make a new error when installing WRF. I submit to this issue

Hi

the newer versions of NetCDF is splitted into different modules. So If we increase version we have to build netcdf and netcdf fortran. So this pull request is incomplete.

if possible you could add other modules also in the pull request
