Added new missing translations files for pt-BR #1590

new translation files for changelogs (pt-BR)

There's not really any reason to translate the Fastlane changelogs; they're basically just what's shown in F-Droid updates but only really the newest one and most of the devs just create the file and continue with their lifes, and it doesn't usually show in F-Droid even after merged unless another update is pushed at which point another changelog is created and the older one isn't even visible anymore

I personally also help translate PT-BR so it's nice to have another pair of eyes

Translations should now be managed via Weblate as well
