[Feature] - Store installs onto to core not to web nodes #244

If you install a plugin from the store it will only get deployed onto the core nodes and not web in a spilt web / core setup.

In future it would be better for this to happen on all node types

Changed to v3.1 as this will be required for docker / container builds going forward

A bug has also been seen that the store does not always install onto all of the nodes within a cluster
