Add bat subdirectory to soa to assemble and execute all the commands defined in readme #247

The Service Oriented Architecture (SOA) directory contains demo, maclib, and test subdirectories plus readme. A bat subdirectory needs to be added to assemble and link all the programs described in readme. This architecture is used by z390 cics to support server to run transactions submitted from tn3270 clients running on same or other local network pc's.

@jyganci I'm getting hesitant to ask - it's quite a lot. Yet if you feel like doing even more bat/bash scripts, that would be great.
