Support MSN voice clips #22

We should support the MSN voice clip functionality. Voice clips are
transferred as MSNObjects, so are easy to transfer. However, we need to be
able to decode the siren codec before we can play the clips. We also need
to be able to capture audio & encode it using the siren codec.

We can already transfer voice clips, and attempt to play received ones with
gstreamer. So if GStreamer has the correct codec they'll play fine.
