ExtBan Prefix #211

When there is no Extban Prefix, the entire extban becomes the prefix, the and 
list becomes null

Confirmed to happen on networks such as irc.Xertion.org. (Runs Inspircd, fairly 
common one)

Where exactly do you see "list becomes null"? According to 
https://wiki.inspircd.org/2.0/Extbans extbans are just extra args in +b. Only 
place this affects us is in BanListEvent and SetChannelBanEvent where the arg 
is converted into a UserHostmask.

Funnily enough, I'm talking about inspired. Extban prefix is the "~" and such 
that shows up before the extban itself. It exists in ircds such as unreal. 
However inspircd lacks any extban prefix. So it appears that all extbans 
suddenly become the extban prefix?
